The importance of universal literacy has been recognised only recently in India. The nineties witnessed the emergence of mass literacy campaigns as the societal response-both at the level of official efforts and of people’s movements-to this belated realisation. This vivid and lively account of a celebrated mass literacy campaign in the backward district of Pudukkottai in Tamil Nadu is set in the context of India’s policies and programmes to advance adult education over the post fifty years.

Jointly written by on economist/literacy activist and a serving officer of the Indian Administrative Service, the book is divided into three sections. The first section traces India’s adult education efforts within the larger framework of mass literacy campaigns. The authors present a detailed picture of literacy trends in India, both nationally and for Tamil Nadu in particular.

The second port of the book is on extensive process account of the literacy campaign which was conducted in one of the least developed districts in the country. The authors show how the combined energies of activists and a supportive administration helped to make the campaign remarkably successful. Of particular note is the outstanding participation of women as learners, instructors, trainers and organiser-activists. Central to this campaign was the innovative feature of empowering rural women through related developmental initiatives such as managing stone quarries or producing and marketing artificial gems.

In the final section, the authors review the experience with moss literacy campaigns throughout India between 1989 and 1995, and provide critical insights drawn from the Pudukkottai experience which should be considered while formulating notional level policies.

The first book length documentation of one of the most exciting initiatives of recent times, this engrossing blend of historical analysis, contemporary narrative and critical reflection will be extremely useful to all those involved ip the fields of social work, literacy, education, development work, social movements, political science and sociology.
